As Albertans head to the polls Monday to decide whether their province should take a step toward a future referendum on separation, some independence advocates are looking east to Quebec.
“We could learn from Quebec,” said Cory Morgan. “They’ve been at this much longer than us.”

CEDAR RAPIDS — The Linn County Planning and Zoning Commission has to weigh how the Iowa Utilities Commission’s authority comes into play as it considers a rezoning application for a natural gas plant. Alliant Energy is seeking to build the 720-megawatt Morgan Valley Energy Center in unincorporated Linn County, south of Highway 30 near Linn Benton Road. Alliant submitted a rezoning application to Linn County on July 15 to convert land on the site from agricultural to industrial use. However, another required application Alliant must complete could supersede the local decision. To build a 25-megawatt or greater electric generating plant in Iowa, a company must receive a certificate of public convenience, use and necessity from the Iowa Utilities Commission. The Iowa Utilities Commission is a state agency that regulates utilities. Three governor-appointed members constitute the commission.
Republicans have an enormous financial edge in this year’s midterms. But with two weeks until the election, it is now clear that their spending advantage is overwhelmingly playing out only in the advertising battle for the Senate — not the House. In the seven Senate races the Cook Political Report rated as toss-ups, Republicans are outspending Democrats on advertising by $947 million to $625 million. That is a breathtaking advantage of more than $320 million in the key races that could determine which party wins control of the Senate, according to a tally by AdImpact of ads that have been already been shown and future reservations. It is a very different story in the House, though. Republicans still have an advertising advantage in the closest House races, but it is relatively narrow — just a $14 million edge across the 21 races rated as toss-ups. There are a number of explanations for the discrepancy. Get Starting PointA guide through the most important stories of the morning, delivered Monday through Friday. “I’ve never been unemployed for this long,” she said. Pemberton is far from alone. Black professionals across the country have faced a triple whammy in the labor market in recent years. The disappearance of diversity, equity and inclusion positions in big companies has heavily affected Black women; a federal government firing spree that eliminated hundreds of thousands of jobs heavily impacted Black workers, who are disproportionately represented on federal payrolls; and the slowdown in white-collar hiring rates has felt particularly acute for some Black businesspeople without elite networks as expansive as those of their white and Asian peers. When unemployment for Black workers rises sharply, it can be an early signal of trouble for everyone. Rising joblessness among Black people and weak hiring rates in the business services sector are signals that the labor market is in worse shape than the overall 4.2 percent unemployment rate implies, said Jared Bernstein, who served as chair of the Council of Economic Advisers under President Joe Biden.

Newspaper endorsements once carried considerable weight in New Jersey politics, particularly when local editorial boards closely followed candidates, covered their campaigns, and commanded the attention of readers who trusted their judgment.
Declining circulation, shrinking newsrooms, and the disappearance of local editorial boards have diminished the influence of newspaper endorsements, raising questions about whether they still persuade voters or simply reinforce opinions already held.
