Message by the WHO Director-General to the people of Tenerife regarding the hantavirus response - World Health Organization (WHO)

(Document circulated to UNSC Member States on 13 October yesterday in response to “Ethiopia’s Note on Current Developments” of 11 October 2026) Over the past three years, the Government of Ethiopia has sustained and progressively intensified its unprovoked war agenda against Eritrea under the rubric of acquiring “Sovereign access to the sea, through negotiations if possible and force if necessary”, in violation of the UN Charter and the 2018 Peace and Friendship Agreement between the two countries. Ethiopia’s acts of aggression and destabilization include the pronounced establishment of a Naval Force with jurisdiction over and strategic depth in Eritrea’s southern coastal region.

One of the men, whom we are calling Ivan, claims to have played a role from Russia in Ukrainian drone attacks on strategic bombers and munitions factories on his home soil. He features in a BBC World Service documentary about the shadowy world of Russian saboteurs. The documentary, by independent Polish journalist Marcin Mamon, also features a man we are calling Foma, a Russian living in exile in Poland. Foma runs a network of undercover volunteers in Russia, that surveils high-level officers that the GUR - Ukraine's military intelligence service - is considering targeting, he says. He stresses they are never involved in the attacks themselves.
