Enrollment in N.H.’s Medicaid expansion plan could drop 60 percent after work requirements take effect, analysis finds

The introduction of Medicaid work requirements set to take effect Jan. 1, 2027, could slash enrollment in New Hampshire’s Granite Advantage Program by as much as 60 percent, with somewhere between 23,000 and 29,000 adults losing their coverage by 2028, according to an analysis published Tuesday by the New Hampshire Fiscal Policy Institute. While new federal standards are being rolled out nationwide, New Hampshire has adopted its own stricter requirements for the jointly run program, including additional documentation and more frequent verification of eligibility. The paperwork burden alone could result in otherwise-eligible beneficiaries being dropped, according to Jessica Williams, a policy analyst who authored the institute’s study. “The reality is that people who are working or who qualify for an exemption could lose their health coverage under the new federal law because they aren’t able to navigate the new, complex and time-consuming reporting requirements,” Williams said in a statement, noting that New Hampshire still has important decisions to make about how to implement its rules.
