Elon Musk says he cut back Starlink access in Ukraine, impacting defence operations
KYIV, Ukraine — Elon Musk said on Saturday that his company SpaceX had throttled the Starlink satellite internet service in Ukraine, disrupting operations that the country relies on to defend itself against Russia. Musk’s admission on social media came after Ukrainian President Volodymyr Zelenskyy said that Ukraine’s access to Starlink and Starshield satellite links has been restored to the speeds it had before restrictions that disrupted front-line operations for more than a week. Questions have persisted since last week about who ordered the interruptions to the Musk-made satellite internet system that Kyiv has relied on for years to counter Moscow’s attacks. “The speeds are now where they need to be,” Zelenskyy wrote on X, adding that restoration began overnight and were sufficient by Saturday morning, improving front-line logistics and defense against Russian jet-powered Shahed drones. Musk admits he was behind Starlink’s speed restrictionAfter Ukraine said the services had been restored, Elon Musk spoke out on the speed restrictions that began last week. In a post Saturday on X, Musk acknowledged that his company SpaceX throttled the Starlink satellite internet service.

‘Something to worry about’: Parliamentary budget officer concerned about Carney government’s debt levels ahead of budget
Published: October 24, 2026 at 10:20a.m. EDTCanada’s parliamentary budget officer is raising concerns over Canada’s debt levels, with the federal government set to table its budget in a little over a week. The PBO released her latest economic forecast on Tuesday, which is projecting slower growth in the country’s real GDP forecast, and laying the blame at the feet of the U. S. tariff war on Canada. The outlook also spells trouble for the federal government’s debt, and the cost of servicing that debt, projecting a growing debt-to-GDP ratio in the coming years. Declining deficit-to-GDP ratio is one of the federal government’s fiscal anchors. But, according to PBO Annette Ryan, the charges to service the debt is “the fastest-growing piece of government spending right now.”How to set CTV News as your preferred source on Google“It sounds like a strong word to say ‘anchor,’ that spending is going to be held in check, but keep in mind … the government has a very, very expansionary plan,” Ryan told CTV Question Period host Vassy Kapelos in an interview airing Sunday, when asked what that means for the fiscal health of the government’s finances.

OpenAI resumes frontier AI training after security overhaul, discloses flaw in widely used software
Published: October 23, 2026 at 9:10p.m. EDTAI strategist and media consultant Mohit Rajhans discusses OpenAI’s decision to halt the release of the newest ChatGPT model due to concerns of ‘going rogue’. OpenAI said on Friday it had resumed training of its most advanced AI models after tightening security and barring internet access, and disclosed a flaw in a widely used software that it found while testing its defences. The disclosure comes amid concerns over the ability of increasingly capable AI agents to identify and exploit software flaws, including in the guardrails meant to contain them. OpenAI had paused training of its most capable models after one of its research models used a configuration error to gain limited internet access in September. The company said it contained the incident and used the pause to strengthen its defences. To test them, OpenAI had teams of AI agents try to break out of their restricted environments. It said the agents found previously unknown flaws, which it had fixed, and training resumed on Oct. 1. During that exercise, the ChatGPT maker found a flaw in Brotli, a widely used data compression tool.
