CHICAGO (WLS) -- Mayor Brandon Johnson's renewed push for a corporate head tax and other business tax increases is already facing strong resistance from a large bloc of City Council members, setting up a contentious budget fight as the administration prepares to unveil its proposal on Wednesday. The plan, that sources say is being called the "Fair Share Budget," includes a corporate head tax of $25 per month per employee for companies with more than 125 fulltime workers - a measure the administration is calling the equitable employer tax. Businesses in socioeconomically disadvantaged areas, mainly on the South and West sides would receive rebates. ABC7 Chicago is now streaming 24/7. Click here to watchAld. Matt O'Shea, 19th Ward, said the proposal has no chance of advancing. "This budget proposal if it comes out tomorrow as it's been discussed today, it's dead on arrival," he said. Members of the Budget Accountability Coalition - the group of 29 alders who rejected a head tax last year - appear ready to do so again. Many council members say they are bracing for a difficult budget season. Ald. Marty Quinn, 13th Ward, criticized the head tax as harmful to economic expansion.

Record crowd turns out for Doggone Halloween costume contest

More than 250 costumed dogs and hundreds of spectators packed Downtown Crossing Saturday for the 12th annual Doggone Halloween Costume Contest, which organizers called the largest in the event’s history. The event is hosted yearly by the nonprofit organization, Downtown Boston Alliance. The crowds were bigger than any the contest has drawn in its 12 years, said George Comeau, a contest organizer. “The streets were flooded with people,” Comeau said. “It was an incredible success.” Five dogs took top honors. Among the winners was a dog dressed as a bag of leaves complete with a leaf blower; a dog dressed as Snoopy perched on a roof; and a dog dressed as a KitchenAid stand mixer. Maggie, a Great Dane, took in the parade with Nora, as they both watched through a fence, as hundreds of people lined the parade route on Washington Street. John Tlumacki/Globe StaffLeo, a goldendoodle from Atlleboro had his hair dyed as Spiderman. “He was a giraffe last month,” Michelle Bonilla, his owner said. They have to let his hair grow out to get the color out she said.
